GIS Technician II

ROCKLAND COUNTY DEPARTMENT OF PLANNING

The Rockland County Department of Planning is seeking a candidate to work in their fast- paced GIS (Geographic Information System) division. The work is specialized, diverse and can be complex in nature. The work differs from that of a GIS Technician I in the degree of independent responsibility and complexity of assignments. The work is performed under the general supervision of a higher-level GIS administrator and work guidance (e.g., lead work) may be provided to others. Does related work as required.

 

Candidates must possess good knowledge of the general principles, practices and techniques of Geographic Information Systems (GIS) applicable to County, municipal and regional government; good knowledge of GIS software; good knowledge of land and other spatial data; good knowledge of GIS fundamentals, including geocoding, topology, interpolation of linear and non-linear data and relational databases; working knowledge of GIS programming languages; ability to gather, develop, maintain and analyze vector and raster data as well as non-spatial data; ability to analyze departmental needs and to customize computer mapping and graphics applications; ability to understand and interpret complex written materials; ability to prepare reports, including those related to GIS; ability to communicate effectively both orally and in writing; ability to establish and maintain cooperative relationships with others; ability to use a personal computer and software (e.g., ESRI suite) appropriate to GIS planning activities.

Job Description: The individual will develop and/or oversee the development of computer- generated maps and/or GIS databases, products and applications; Provide technical assistance to staff and other County departments; Provide input in the development of policies and procedures by gathering information and making effective recommendations; Oversees and participates in the analysis of spatial data and conducts field work, as necessary; Provides assistance to the general public in the viewing of existing map products and aerial photography; Recommends procedures for file management, security, documentation, and distribution of computer-generated maps and GIS data; Researches and provides input for GIS hardware and software, including acquisition of GIS data;

Collaborates with outside consultants to develop GIS applications; Prepares and presents GIS demonstrations to County personnel and the public; Prepares a variety of reports, including those related to specific GIS studies, including maps, graphs, and tables; Attends workshops and seminars to keep current with emerging GIS technology.

Minimum Qualifications:

Bachelor’s degree in Geographic Information Systems (GIS), Geography, Geology, Environmental Science, Planning or comparable degree and three (3) years of paid work experience in the development and maintenance of GIS data in a structured GIS program setting.
Note: A structured GIS program setting refers to an environment where GIS is treated as a core operational function, rather than a one-off project. It includes a clear plan, dedicated staff and ongoing processes to manage GIS data and applications, helping the organization make better decisions and operate more efficiently.

 

Master’s degree or higher in Geographic Information Systems (GIS), Geography, Geology, Environmental Science, Planning or comparable degrees may be substituted for two (2) years of the required work experience.

PROMOTION: One (1) year of permanent status as a GIS Technician I.

Candidate must be a legal resident in States of New York, New Jersey or Connecticut
Civil service examination requirements have been waived for this position. Candidate must only meet the minimum qualifications for consideration
This position requires on-site presence in Pomona, NY

Salary and Benefits:

$39.12/Hourly
35 Hour work week
