ULSTER COUNTY PLANNING DEPARTMENT – SENIOR TRANSPORTATION PLANNER

($75,511.80 to $89,034.40)

The Ulster County Planning Department, as the host agency for the Ulster County Transportation Council (UCTC), seeks a candidate to perform professional transportation planning in one of New York State’s most dynamic and attractive
regions. The UCTC seeks a self-motivated candidate with education and experience in regional transportation planning and the MPO process, with a strong focus on data and technology applications in transportation planning.

Responsibilities Include

Communication: Maintain the UCTC website, handle the mailing list, and coordinate office communication.

GIS and Data Visualizations: Using ArcGIS Pro and Online, develop high- quality maps, data dashboards, analyses, and other products supporting UCTC’s many planning initiatives and programs.

Data Management: Organize, collect, maintain, and update large datasets in coordination with state and regional agencies.

Technology: Use common and specialized software and data products, such as Adobe Suite, Replica, the NYS CLEAR crash data viewer, Trans CAD, the National Performance Management Research Data Set (NPMRDS), Python, and other applications, to perform transportation-related analyses and communicate results to the public.

Community Transportation Planning Assistance: Help local municipalities and partner organizations realize their goals by providing maps and materials, explaining transportation planning concepts, analyzing local traffic conditions, supporting grant proposals, presenting information, and attending public meetings and other events.

The selected candidate will be responsible for managing the UCTC traffic count program and contributing to the development of the UCTC’s annual Unified Planning Work Program, the Transportation Improvement Program, the Metropolitan
Transportation Plan, and discrete planning projects. The work also includes an emphasis on traffic safety planning, including crash analyses and research. Additional opportunities for expanding focus into transportation planning areas of Interest are available. Project management, report writing, data analysis, public engagement, and working closely with elected officials and the public are fundamental tasks in this small office.

The minimum requirements include a Master’s degree in Transportation Planning, Urban and Regional Planning, Community Development, or a closely related field from an accredited university and two (2)years’ experience in transportation planning of a municipal and/or regional scope; OR a Bachelor’s degree in Transportation Planning, Urban and Regional Planning, Community Development, or a closely related field from an accredited university plus four (4) years of transportation planning-related experience; OR a combination of the above.
