Vacant Position as the Director of Planning in Otsego County (Planning Dept.)

DISTINGUISHING FEATURES OF THE CLASS:

This position involves technical and administrative duties of higher order and requires participation in the formulation, coordination and administration of the various projects undertaken by the planning-solid waste/recycling unit. Work is performed under the general supervision of the County Board of
Representatives. The incumbent is expected to exercise independent judgment in most operational matters.  Supervision is exercised over professional planning technicians and sub-professional personnel.

 

 TYPICAL WORK ACTIVITIES:
Has charge of the overall management of county planning and solid waste departments and as the planning agency for review of local land use proposals subject to General Municipal 239. The Director is available to assist with related economic development in conjunction with other departments and consultants;
Directs and engages in the administration of the county 911 addressing program through assigning personnel to provide field work, mapping and edits;
Directs and engages in assigned studies and plan as requested by the county legislators;
Supervises the preparation of and reviews interim reports on status of varied aspects of the planning solid waste and various grant programs;
Develops methods for the acquisition and interpretation of extensive and involved research on statistical data;
Administers to and advises staff on highly complex problems encountered in developing new programs;
Attends meetings with public officials, civic leaders and various other individuals and groups interested in planning, solid waste and recycling matters;
Addresses lay and professional groups in connection with planning, solid waste and recycling work;
Consults with subordinate staff to achieve maximum coordination of the planning and solid waste program;
Responsible for the administration of the department and oversees the county Weights and Measures department.

 

FULL PERFORMANCE, KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough knowledge of the purposes, principles, terminology and practices employed in County planning, solid waste and recycling; good knowledge of zoning and subdivision practices; good knowledge of legislation, current problems and professional literature in field; ability to prepare and supervise the preparation of master plans for community development; ability to direct the
effective utilization of advanced professional techniques in planning projects; ability to make professional judgment requiring advanced technical knowledge and skills; initiative in recognizing and adopting measures to solve complicated problems; professional leadership ability; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS: Either
(a) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Master’s degree in planning, public administration, architecture, engineering, environmental studies or a closely related field and two (2) years of experience in municipal, community or regional planning or related work of which one (1) year must have been in a responsible supervisory or administrative capacity;

OR

(b) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s Degree in Planning, Geography, Public Administration, Earth Science, Geology, Architecture, Landscape Architecture, Engineering, or other similarly related field and three (3) years of experience in municipal, community or regional planning or related work of which (1) one year must have been in a responsible supervisory or administrative capacity;

OR

(c) An equivalent combination of training and experience.
